Xuzhou Updates Land Requisition Compensation Standards Through 2028
Xuzhou has published revised consolidated land requisition price standards for collective farmland, with tiered rates by district, rules for construction land and unused land, and a validity period running to the end of 2028.
What Changed and Why It Matters
Xuzhou Municipal People's Government has issued a notice adjusting the citywide consolidated land requisition price standards for expropriation of farmer-collective land. The notice, approved by the Jiangsu provincial government, implements the national Land Administration Law, its implementing regulations, the Jiangsu land administration rules, and a 2025 provincial notice setting minimum consolidated standards. For foreign founders whose projects involve land acquisition, expansion into peri-urban areas, or lease arrangements on collective land, the notice sets the compensation benchmarks that local authorities must apply.
How the Consolidated Price Is Composed
The consolidated price for requisitioned collective agricultural land has two parts: land compensation and resettlement subsidies. It does not cover social security contributions for affected farmers, nor compensation for above-ground attachments and standing crops, which are handled separately under other rules.
Rates by District
- Gulou, Yunlong, Quanshan districts and the Xuzhou Economic and Technological Development Zone: each jurisdiction forms a single zone. Consolidated price is 54,000 yuan per mu, split into 28,000 yuan per mu land compensation and 26,000 yuan per person resettlement subsidy.
- Tongshan district: one zone across the district. Consolidated price is 53,000 yuan per mu, with 27,000 yuan per mu land compensation and 26,000 yuan per person resettlement subsidy.
- Fengxian, Peixian, Suining, Pizhou, Xinyi and Jiawang: each jurisdiction forms one zone. Consolidated price is 48,500 yuan per mu, with 26,000 yuan per mu land compensation and 22,500 yuan per person resettlement subsidy.
The published land compensation figures assume dry farmland. Where paddy fields or vegetable plots are requisitioned, the per-mu amount rises by 3,000 yuan and 14,000 yuan respectively.
Other Land Categories
- Collective construction land: compensation follows the consolidated agricultural land standard of the zone where the land sits.
- Collective unused land: compensation equals 0.7 times the zone's consolidated agricultural land standard.
- Lawfully obtained collective operational construction land: compensation is determined by parcel-level appraisal, consistent with the principle of equal rights for equal land.
For large and medium water conservancy and hydropower projects, city standards apply in principle. If State Council or Jiangsu provincial standards are higher, the higher standards prevail.
Social Security and Crop Compensation
Collection, management and use of social security funds for displaced farmers follow a 2021 provincial measure and a 2022 municipal implementation opinion. Compensation for standing crops and above-ground attachments follows an attached schedule. The schedule covers timber trees, fruit and nut trees, peach and grape plantings, pepper trees, mulberry orchards, nursery stock and production flowers, plus structures such as deep wells, hand-pump wells, greenhouses, toilets and plastic sheds. Several conditions apply: trees planted inside cultivated fields are not compensated, quantities above the reasonable per-mu planting density are not compensated, potted plants are not compensated, and trees unsuitable for removal or felling such as ancient or famous trees are handled under landscaping authority rules. Where an item is not listed, or the listed standard is disputed, an appraisal price governs.
Implementation, Transition and Validity
The notice took effect on publication and remains valid until 31 December 2028. For land acquisitions approved by the State Council or Jiangsu provincial government between 1 January 2026 and the effective date, authorities must top up any difference promptly under the new standards. Local governments are required to follow the statutory scope, procedures and compensation standards of the Land Administration Law, pay land compensation, resettlement subsidies, housing and attachment and crop compensation fully and on time, and arrange social security funding. After approval, any surplus in compensation and resettlement funds goes into the county-level adjustment fund account, and any shortfall is made up from that account.
Practical Takeaways for Foreign Founders
- Compensation benchmarks differ by roughly 5,500 yuan per mu between the central urban districts and the outer counties, so site selection within Xuzhou affects land-related cost assumptions.
- The consolidated price excludes social security, attachments and crops, so build those items into project budgets separately rather than treating the headline figure as the full cost.
- Collective operational construction land is valued by appraisal, which means transaction structuring and documentation quality matter for any project relying on such land.
- The standards expire at the end of 2028, and the transition rule shows that acquisitions approved from 1 January 2026 are reconciled to the new rates, so timing of approvals can affect cost.
- Because municipal and provincial standards can differ for water and hydropower projects, confirm which standard applies before committing to infrastructure-linked sites.
